This is "Gaikaku Fire Pattern", a 3D outfit designed for supported VRChat avatars.

The avatar models themselves are not included.

This outfit uses lilToon.

This set consists of a necklace, innerwear, jacket, bottoms, sandals, and gloves with safety bars.

Breast size blendshapes are included for each supported avatar, but using the default / OFF state is recommended.
