If you prefer to manually dress up the character, do not parent the costume's chest bone to the avatar's chest bone as shown in the reference image. Instead, keep it within the costume's 'chest' bone and copy the PhysBone settings, then reassign the Root to the costume's chest bone. Move the other bones to become children of the avatar's bones. If there is a collider on the chest, create a separate collider for the costume to prevent penetration.
